We address here the production process of these regulations, studying both their content, marked by ambiguities or indeterminations; and the trajectory that accompanies their approval: instances of sanction and motorization of multiple strategies of different agents and organizations. The cases studied are the local regulation Nº 12.926 in Resistencia city, approved by the local government in December 2018, in which are made a series of amendments to the Code of Environmental Urban Planning; and in Corrientes, we study normative modifications made by the local government to the Code of Urban Planning, focusing on the case of the local legislation N° 6635 called "Coastal Plan" approved in August 2018. The critical approach of these legislations and of the conflicts unleashed enables interpretations on the diffuse borders between legal/illegal, and the need to trace the power relations that make this legitimation possible. La producción reciente de normativas urbanas en dos ciudades intermedias del nordeste argentino, Corrientes y Resistencia, reafirma complicidades entre agentes estatales y del mercado inmobiliario, asegurando la fijación de políticas neoliberales sobre el espacio urbano, posibilitando transformaciones en las áreas centrales mediante modificaciones en los usos del suelo, aumento de las capacidades constructivas, y, por consiguiente, valorizaciones excepcionales y diferenciales. Abordamos aquí el proceso de producción de estas normativas, estudiando tanto su contenido marcado por ambigüedades o indeterminaciones; como la manera en que se produjeron los procesos de aprobación. Los casos abordados son la Ordenanza Nº 12.926 en Resistencia, aprobada por Concejo Deliberante en diciembre de 2018, en la cual se realizan una serie de modificaciones al Código de Planeamiento Urbano Ambiental; y en la ciudad de Corrientes, modificaciones normativas realizadas por la gestión municipal al Código de Planeamiento Urbano, centrándonos en el caso de la Ordenanza N° 6635 denominada “Plan Costero” aprobada en agosto del 2018. El abordaje crítico de estas ordenanzas y de los conflictos desencadenados habilita a interpretaciones sobre las fronteras difusas entre lo legal/ilegal, y la necesidad de rastrear las relaciones de poder que posibilitan esta legitimación.
