Summary:After the crisis on the '20s, the new administration, influenced by de Bs As elite, started a territorial policy for the knowledge and control of its territory. So that new organizations were created, which structure would change in order to skip their challenges. In that time new topographic institutions were created and complemented with local organizations, because they couldn't be able to aboard the whole territory with the human and economic resources they had. This article describes and analyzes this process, empathizing in local organizations of territorial management: the urban land commissions.
