To understand the meanings of this border enclave, the study of urban anthropology is key. Notions of power and counterhegemony are essential, and so this article begins with a theoretical discussion of these concepts. It exposes the tensions between the government and certain population groups; the collision of these forces is the raw material for the construction of this uncertain environment. El paisaje de la zona del Río Nuevo se revela como obra inacabada, naturaleza perdida y espacio de promesa. Para comprender los significados de este enclave fronterizo es pertinente el estudio de la cultura, desde la etnografía urbana. En este artículo se interpreta la construcción del paisaje del Río Nuevo como un ejercicio de poder. Para ello se revisan los conceptos de poder y contrahegemonía, buscando su aproximación con la noción de espacio. Además, se hace una revisión histórica de la conformación de esta zona y se exponen las tensiones entre gobierno y ciertos grupos de población avecindada, con la intención de evidenciar cómo el encuentro de estas fuerzas es la materia para la construcción de este entorno incierto.
