To understand the meanings of this border enclave, the study of urban anthropology is key. Notions of power and counterhegemony are essential, and so this article begins with a theoretical discussion of these concepts. It exposes the tensions between the government and certain population groups; the collision of these forces is the raw material for the construction of this uncertain environment.
