In this context, guided by the incidence of the strategic urban planning model, the city of Belém, in the state of Pará, stands out for encompassing two megaprojects aimed to the requalification of waterfront spaces: the Estação das Docas, inaugurated in 2000 and, more recently, the Belém Porto Futuro, inaugurated in 2020. Based on the analysis of both projects, this article aims to analyze the transformation in planning and management of these megaprojects, considering the principles of the strategic urban planning, regarding the praxis of submission to international standards of intervention and the dissociation from the local urban demands.
