description In this research we return to the theoretical discussion about the analytical tool of the regional productive circuit. Based on this, we will advance in the analysis of the modalities of relationship between economic agents of unequal power and bargaining capacity in the market, in the historical scenario of the early 21 century and in the productive context of the semi-peripheral structures of several countries in Latin America. Our analytical tool considers the participation of the public sector intervention in the variation of the profit rates relevant. In this game of winners and losers, the capacity of each economic and social agent to achieve the rate of profit that this agent seeks or the income to which the actor aims is constantly changing, according to the effects produced by the deployment of state policies, as well as for the effective capacity of each person to influence their direction.

En esta investigación retomamos la discusión teórica en torno a la herramienta analítica de circuito productivo regional. En función de ello, avanzaremos en el análisis de las modalidades de vinculación entre agentes económicos de desigual poder y capacidad de negociación en   el mercado, en el escenario histórico de principios de siglo XXI y en el contexto productivo de las estructuras semi-periféricas de diversos países de América Latina. Nuestra herramienta analítica considera relevante la participación que detenta la intervención del sector público en la variación de las tasas de ganancia. En este juego de ganadores y perdedores, la capacidad de cada agente económico y social en alcanzar la tasa de ganancia que pretende o el ingreso al que aspira está en permanente modificación, acorde con los efectos que produce el despliegue de las políticas estatales, así como por la capacidad efectiva de cada quien para influir sobre su direccionamiento. Com base nisso, avançaremos na análise das modalidades de vinculação entre agentes económicos desiguais em termos de poder e capacidade de negociação no mercado, no cenário histórico do início do século XXI e no contexto produtivo das estruturas semi-periféricas de vários países em América Latina. Nossa ferramenta analítica considera a participação da intervenção do setor público na variação das taxas de lucro relevantes.
