El estudio abarco seis subtemas: alcance, alternativas, instrumentos, intervención sobre el mercado del suelo, planes e impuesto sobre la propiedad inmobiliaria. Las conclusiones apuntan en el sentido de identificar algunas diferencias en los diversos ordenamientos jurídicos. Sin embargo no queda duda de que, en el contexto contemporáneo, las relaciones entre Estado y Territorio están delante de un nuevo nivel interpretativo. This text brings together considerations of regulating land use and tax territory, understood as a basis for the Urban Law, within the legal system of a group of Latin American countries, Were studied the constitutions of different countries, and therefore, different socio- legal contexts, in Latin America, in order to compare the fashion action in the territorial state. The study spanned six sub-themes: scope, alternatives, tools, intervention in the land market, plans and real estate tax. The conclusions point in the sense of identifying some differences in the various legal systems. However there is no doubt that in the contemporary context, the relationship between State and Territory are before a new interpretive level.
