Resumo: | Urban development covers a range of topics that differentiates from the field of action of the State, which crosses over different areas, as a social and supra area that defines strategies and challenges for the accomplishment of key tasks. There is no doubt that the “central planning mode” that the mINVU (ministry of Housing and Urbanism) has been applying since 1966, holds on rigidly to its own self-referential and vertical models. There is no other way of explaining, for example, that it has not yet assumed that transport, environment, territorial planning and citizen participation are essential components for sustainability, and it has not integrated them into its own plans, or at least include them in its recent and new long term public policies.This article covers the analysis of this incomplete vision that strategic urban planning has in relation to the urban development of the country. |
