There is no doubt that the “central planning mode” that the mINVU (ministry of Housing and Urbanism) has been applying since 1966, holds on rigidly to its own self-referential and vertical models. There is no other way of explaining, for example, that it has not yet assumed that transport, environment, territorial planning and citizen participation are essential components for sustainability, and it has not integrated them into its own plans, or at least include them in its recent and new long term public policies.This article covers the analysis of this incomplete vision that strategic urban planning has in relation to the urban development of the country. En lo que toca al desarrollo urbano, éste es un campo diferenciado de la acción del Estado de carácter indubitablemente transversal, o si se quiere, un asunto social supra sectorial que lo define en un nivel superior de estrategia y desafío para el logro de importantes metas para cualquier gobierno. No cabe ninguna duda que el estilo de planificación central que viene poniendo en práctica el minvu, desde su fundación en el año 1966, lo mantiene férreamente atrapado en sus propios moldes autorreferentes, de tipo "vertical". No de otro modo es dable explicar, por ejemplo, el que no haya asumido que el transporte, el medio ambiente, el ordenamiento del territorio, y la participación ciudadana, son trascendentes vectores de sustentabilidad que permitirían integrar a sus propios planes, o cuando menos, que haberlos incorporados en sus recientes y nuevos enunciados de políticas públicas de largo plazo.Este trabajo, es un análisis de esta visión parcializada que la planificación estratégica urbana, ha tenido respecto del desarrollo urbano alcanzado en el país.
