In this context, tourism has revealed as one of the cultural phenomena and factors of the economy of great importance for all countries, especially for those of important cultural and building heritage or for those that are rich in natural resources, which has benefited or affected the local community. This article reviews the case of Puerto Vallarta in Mexico, as a real scenario of polarization and dollarization of these extremes of urban and territorial planning. Desde hace más de dos décadas, la complejidad de las políticas impulsadas por el neoliberalismo bajo el dominio de las metrópolis económicas del mundo que lideran el avance de la "globalización", se han convertido en un fenómeno que invade y golpea a las comunidades locales y nacionales, su base económica y su cultura, en todas las regiones del mundo. En este cuadro, el turismo se ha revelado como uno de los fenómenos culturales, y factores de la economía, de gran importancia para todos los países, especialmente para aquellos de gran historial cultural-edificado ó para los que ha recibido las bondades de la naturaleza,lo que ha beneficiado como afectado a las comunidades receptoras. El texto, muestra la realidad de la localidad de Puerto Vallarta en México, como un escenario real de polarización y dolarización de esos extremos en la planeación urbana y territorial.
