Within this framework an alternative paradigm has been gaining ground in Latin America: focused on the notion of integrated risk management, disasters are understood as the inevitable consequences of the social processes today resulting from our unsustainable manner of occupying our territory.The substitution of a conception of disasters as random phenomena for a new interpretation that conceives them as the result of complex processes of interaction between man and territory promotes a rethinking of the way in which governments tend to respond to disaster victims. This document reviews the guidelines of this approach and presents the dilemmas of its application with respect to the usual treatment of disaster victims. El aumento en el nivel de pérdidas asociadas a desastres que se ha registrado en el último siglo viene propiciando u na revisión tanto del marco conceptual, como de los modos de abordar el riesgo urbano y la respuesta ante desastres. En este marco ha venido ganando espacio un enfoque articulado desde la noción de la gestión integral del riesgo que entiende a los desastres como consecuencias inevitables de los procesos sociales que hoy definen nuestros modos de ocupar el territorio. Dejar de entender a los desastres como fenómenos fortuitos y comenzar a interpretarlos como resultados de procesos complejos de interacción hombre-territorio, promueve un replanteamiento de la manera como los gobiernos tienden a responder ante las victimas de desastres. Se recogen aquí algunos lineamientos propios de dicho enfoque y se muestran algunos dilemas asociados a su adopción en lo que al tratamiento regional que se brinda a los damnificados se refiere.
