सारांश:Last December 11, 2011, a plebiscite organized by the Municipality of Peñalolen was held in order to submit a Proposal to upgrade the Urban Master Plan for the approval of the community. While we could argue that the above is an unprecedentedact, this participatory process, where 70,000 people voted could not be deemed a successful process considering that 52% of voters rejected the proposed plan, therefore not achieving the maingoal, of updating the Plan. A similar situation occurred in the municipality of Las Condes, where on August 2011 a consultation was held, convened by the municipality in order to vote on new Park Master Plan for Los Dominicos. This neither can be considered a successful process time as the Master Plan was rejected by over 80% of voters. In this article we are interested in reflect why this participatory process don't reach their main purpose.
