It ends with an account of the actions and programs which were started in the 90´s in order to revert such processes. The analysis shows the weaknesses and potentialities of the central areas as well as of the rehabilitation proposals. In order to achieve sustainable local development such proposals should be part of the strategic planning and participatory projects. It is essential for the central areas to be “live centers” of the cities, to restore the traditional diversity of the social and functional network of its neighborhoods , to recover their lost residential character and to promote and strengthen citizen participation at the different levels of the process. Comenzando por una reseña histórica acerca de la conformación y evolución de la ciudad de Montevideo, capital del Uruguay, el presente artículo profundiza en los procesos de despoblamiento y degradación que sufrieron sus áreas centrales, en las últimas décadas del siglo XX; para finalmente reseñar las acciones y programas que a partir de los ’90 se han propuesto e implementado, para revertir dichos procesos. Del análisis se desprenden las potencialidades y debilidades de áreas centrales y de las propuestas de rehabilitación planteadas y en curso. Las mismas deberían enmarcarse en una planificación estratégica participativa y consensuada por todos los actores involucrados, para lograr un desarrollo local sustentable y sostenible en el tiempo. Es fundamental, para que las áreas centrales vuelvan a ser “centros vivos” de la ciudad y reconstruir la heterogeneidad tradicional del tejido social y funcional de sus barrios, el devolverles la función residencial que han ido perdiendo, y fomentar y fortalecer la participación ciudadana en los distintos niveles de los procesos.
