Sin embargo, el derecho a una vivienda y un hábitat en condiciones adecuadas para los grupos más pobres no es un problema nuevo para muchos actores, quizás la gran diferencia es que ahora no es sólo un problema de países subdesarrollados o de cla ses económicamente desfavorecidas sino también de países ricos y de clases medias.
