Summary:The issue underlying the definition of quality of life in popular settlements has become a subject of recent concern and debate. Though the right to housing is recognized, the quality of such a solution becomes secondary in relation to the poor availability and distribution of resources. In this context, this paper –introduced by Professor Orlando Sepúlveda– addresses the “Implementation of Construction Ordinances in Popular Neighborhoods”, which are a series of sessions organized by the School of Architecture and Fine Arts at the Pontifical Catholic University of Chile.
