Este proyecto aporta ideas en el análisis de las potencialidades y limitaciones de la gestión social del Estado y las perspectivas de su futuro rol en relación a la pobreza y la exclusión social en Argentina, a través del Estudio de Atención a Grupos Vulnerables de la Secretaría de Desarrollo Social de la Nación, en su aplicación en Tucumán desde1996, en los Planes Barriales Ejercito Argentino y Los Pocitos, haciendo foco en los proyectos de infraestructura.
