El artículo analiza la concepción de progresividad con respecto a los programas de vivienda que impulsan los gobiernos hacía los sectores de menores ingresos. Otras relaciones que aborda son entre vivienda progresiva y modelo tecnológico, políticas estatales, modelos simbólicos sociales, participación social e ingresos por parte de los beneficiados. Expone para ello las experiencias de FUNDASAL en El Salvador.
