This paper explores these issues in Chile, which, because of its long and varied history of state intervention in social housing, provides an ideal laboratory for study. After describing the housing context and types of changes taking place in Chile, an attempt is made to clarify the theoretical aspects of residential change. The motivations or possible explanations for changes are then examined and the key influencing factors identified. The paper ends with a discussion of the implications of user - initiated residential transformation and relates these to the recent policy initiatives of the democratic government.
