Sumario:This paper deals with urban plannification and growth, where the state lacks an effective control over real estate capitals. Such situation is only changed by citizen participation when making decitions, for example through regulation plans. Nevertheless, the city concept and its official definition reveal a problem between the accepted values for the density-size relationship, being that what the author tries to point out here.
