Se refiere a la problemática del crecimiento urbano y su planificación, en la que el Estado carece de un control efectivo ante la demanda de los capitales inmobiliarios, lo que sólo se revierte con la participación ciudadana en la toma de decisiones, como por ejemplo, los planes reguladores. Sin embargo, la concepción de ciudad y su definición oficial, reflejan un problema entre los valores aceptados para la relación densidad-tamaño, lo cual intenta de demostrar el autor de este artículo.
