Taking into account that one of the main innovations of the Program is the importance given to the community's and the non governmental organizations, participation 8NGO), the analysis is centered upon the relationships between both actors and the state. Through this study it was possible to state that the participation objectives are better achieved during the second stages (extending and improving the built unity) than in the firsts (urbanized site and a kitchen-bathroom unit). The users do not have big chances in taking decisions during the first stages. On the other hand, the most critical situations are related to the lack of compatibility between a minimum house program and the strict technical-bureaucratic demands of the existing urban legislation. The most significant achievement which can be attributed the program is the degree of organization shown by the communities involved, in their interaction with the NGO's and the state El presente artículo se basa en un estudio del Programa de Vivienda Progresiva (PVP) implementado en la V Región (1990-1994), referido a las relaciones entre los actores de la sociedad civil y los estatales. Considerando que una de las principales innovaciones de este Programa es la relevancia asignada a la participación de la comunidad y de las Organizaciones no Gubernamentales (ONGs); el análisis se focaliza en las relaciones existentes entre ambos actores y el Estado. A través del estudio se pudo constatar que los objetivos respecto a la participación, se cumplen mejor en las segundas etapas (ampliación y mejoramiento de la unidad construida) que en las primeras (dotación del sitio urbanizado y de una unidad baño-cocina). En estas últimas, los usuarios no tienen grandes opciones en la toma de decisiones. Por otra parte, las situaciones más críticas se relacionan con la falta de compatibilidad entre un programa de vivienda mínima y las estrictas exigencias técnico-burocráticas de la legislación urbana existente. El logro más significativo, atribuible al programa, es el grado de organización demostrado por las comunidades involucradas, en su interacción con las ONGs y el Estado.
