This housing problems mean, on the one hand, that there are people who still don't have a house and on the other that there are people whose houses do not meet minimum habitability standards. The paper also aims at stablishing the guidelines for a Self-built Housing Program, sponsored by the "La Florida" Municipality as well as the basic elements which the functioning of such project should take into account. |
