| Yhteenveto: | This paper develops a proposition to salve the problem of the deterioration of the housing stock through the creation of the Housing Improvement Found. The Housing Improvement Found is constituted by the financial resources and technical support administered directly by Municipalities, which are interested in helping their communities with these resources. The aim this non centralized found is to satisfy the need to improve dwellings having a clear deterioration level and which otherwise would increase the housing deficit. This paper makes general diagnosis of the qualitative deficit and proposes detailed mechanisms for the operation of the Found. |
