The major aim is to incorporate new approches in order to contribute to a more equalitarian urban development as well as to a fairer habitat implementation, specially for the poorest settlements. This paper also deals with the conclusions of the Jornadas de Discusión FOROHABITAT, October 1995 (FOROHABITAT Discussion Sessions) in order to "have an active position against exclusion and discrimination, through activism and pressure to incorporate dimensions which have not been considerad: gender, environment, quality, location, diversity, etc." So an emphasis is put on the need to promote and strengthen social organisations. Conclusions are drawn basad on previous research and specially considering the experiences of a community organisation in Caracas and a proposition is made so as to introduce in the urban policies aspects such as sustainability, participation and gender. El presente artículo se inscribe en las iniciativas de procurar un hábitat más sustentable y una mejor calidad de vida a los asentamientos humanos; principalmente, con el propósito de incorporar nuevos enfoques y contribuir a un desarrollo urbano más igualitario y de mayor equidad a los habitantes de las ciudades, en especial, a los de los asentamientos más precarios. Además, responde al llamado que se hace en las conclusiones de las Jornadas de Discusión de FOROHABITAT de octubre de 1995, tendiente a tener «una posición activa contra la exclusión y la discriminación mediante la movilización y la presión por la incorporación de dimensiones no consideradas: género, ambiente, calidad, localización, diversidad, etc.» Para estos efectos hace énfasis en la necesidad de promover y fortalecer la organización ciudadana. En base a investigaciones anteriores y en particular a la experiencia de un caso de organización comunitaria de un barrio de Caracas, extrae conclusiones y propone introducir interrelacionadamente en las políticas urbanas, los aspectos de sustentabilidad, participación y género.
