Résumé:This paper aims at taking a deeper look at a specific of housing politics: their potentiality and capacity as generators and reassurers of patterns of interrelations and social organization. It must be kept in mind that there is the opportunity and the need to lead this potentiality in order to overcome one of the strongest obstacles in our Latin-American societies present within the premises of democratic organization: the social structural situations of social subordination, fragmentation, exclusion and confrontation. The housing policies have their origin in decisions aiming at the redistribution of wealth (such decisions may be impulsed by very different motivations and political strategies) and they may also aim at reassuring the modern urban pattern which shapes the society and the habitat through the production of a social habitat. The premises of wealth redistribution, at least in the most frequent and public interpretation, lead the actions mainly to the sectors with the largest needs and greatest troubles to overcome them through their own means.
