Pavez Reyes, María Isabel The concept of a "common well-being" associated to the answers to the needs of a "standard population" and a "standard consumer home" gave birth to universally applicable ciphers and corresponds to concepts created in Europe during the first ot the 20th century, which are not applicable anymore. Today, the task of defining the demand for services and equipment for a population at a communal level, in a non centralized democratic context and in search for equily and service quality must be based on rejecting a definition of equipment needs stated beforehand, as well as on the recognition of the diversity present in beneficiary groups and the contexts where they carry out their livers. El concepto de bien común asociado a la igualdad de respuestas a las necesidades de una "población media" y "hogar consumidor tipo", desencadenando ofertas aplicables universalmente, correspondió a concepciones de la primera mitad de siglo XX en Europa las que hoy no es posible sustentar. La tarea actual de definir la demanda de servicios y equipamientos de la población en el nivel comunal, en contextos democráticos, descentralizados, en la búsqueda de la equidad y calidad de los servicios, debe tener al origen el rechazo de la necesidad de "equipamientos" establecida a priori, y el reconocimiento de la diversidad de grupos de beneficiarios y de contextos donde estos realizan su vida cotidiana.
