This project, now under construction promotes social organization of the communities at three levels: the global urban level, the intermediate or neighborhood level, and the dwelling level. At all levels the project has been designed so that it can be habitable with the smallest possible investment by the government and the people, permitting the distribution of government funds to more families and widening the scope of potential clients to lower income families. All urban spaces and some services can be developed and evolve with community participation. Houses are designed to grow from 30 square meter houses with multipurpose spaces, up to two floor 140 square meter dwellings, according to the possibilities and necessities of the families. En el presente artículo se explican los criterios y el proyecto de las viviendas del conjunto «Nueva Democracia», de 1000 unidades en 25 hectáreas, en el cual el gobierno regional, la comunidad y la universidad se unieron para resolver un problema habitacional. El proyecto, actualmente en construcción, promueve la organización de la comunidad en tres diferentes niveles o dominios proyectuales: el nivel global-urbano; el nivel intermedio-vecinal, y, el nivel lote-vivienda. En todos los niveles el proyecto ha sido diseñado de forma tal que pueda ser habitable con una mínima inversión del estado y del usuario, permitiendo la distribución de fondos del gobierno a una mayor cantidad de usuarios y ampliando las posibilidades de adquisición de viviendas a un número mayor de usuarios de menores ingresos. Las viviendas están diseñadas para crecer desde unidades de 30 metros cuadrados con espacios de usos múltiples, hasta viviendas de dos plantas y 140 metros cuadrados, según las posibilidades y necesidades de la familia. Además, todos los espacios urbanos y algunas redes de servicios pueden ser desarrollados y evolucionar con la participación de la comunidad.
