The objectives and experiences of this project here presented and the author introduces this organization’s work in terms of the dynamics and contexts of the social political and economic changes which have taken place in Argentina in the last three decades. An exhaustive diagnosis of the strengths and weaknesses shown by the socio-political work of PAGV is presented, as a coordinator of the actions of several public agencies, organizing their hierarchies in relation to the social and institutional roll which each one of them represents. El presente artículo se refiere a la gestión desempeñada por el Programa de Atención a Grupos Vulnerables (P.A.G.V.), reseñando los propósitos, estrategias y experiencias extraídas de esta labor; y para cuyos efectos, la autora sitúa el desempeño de esta organización en la perspectiva de la dinámica contextual del proceso de cambios sociales, económicos y políticos ocurridos en el transcurso de las últimas tres décadas en Argentina. A continuación desarrolla un diagnóstico exhaustivo sobre las fortalezas y fragilidades que presenta la gestión socio-política del P.A.G.V., al coordinar la acción concertada de varios agentes públicos, ordenando sus jerarquías en función del rol social e institucional que para estos efectos, cada uno de ellos presenta.
