The novel takes place in the context of a participatory planning process (so popular lately...) in a forgotten community which could be anywhere in Latin America. The potentialities and imitations of the participatory planning process methods are depicted, as well as the almost existential dispute between the ideological visions behind the work of the technicians from public and private institutions, which promote developing processes. LA REUNION II.. presents an optimistic although highly critical message of the validity of the social work and sets up reflections as regards the questions guiding this work "… are the so called participate politics and programs TRULY useful in changing the structural situation of the poor and forgotten of this continent..? Con el mismo tono cuestionador de la "La reunión I...", editada en este Boletín en noviembre de 1997, y a modo de continuación de aquel trabajo, el presente artículo novelado intenta generar en los lectores algunos interrogantes sobre el «cómo» y el «para qué» de los procesos de desarrollo social generados en comunidades pobres y excluidas en la última década. La novela se sitúa en el mareo de un proceso de planificación participativa (tan de moda últimamente....), en una comunidad olvidada, que bien podría estar situada en cualquier región de América Latina. Se reflejan allí potencialidades y limitaciones de los métodos de gestión participativa, así como la disputa casi existencial entre las visiones ideológicas que orientan la labor de los técnicos de organismos públicos y privados que actúan promoviendo procesos de desarrollo.
