Jirón Martínez, Paola Strategic planning and management are considered the latest tools to intervene urban spaces. This tendency is reflected in their use in cities as diverse as Barcelona, Seoul, Cordoba and Bogota, amongst others. The main reason for promoting strategic approaches is mainly associated to increasing the competitiveness and productivity of cities, in view of the globalising phase of the economy. Using these techniques of management and planning, the City of Santiago has "successfully" applied its strategic approach over the past seven years. This paper revises the work carried out by this Municipality, one of the most important ones in the country. It argues that its strategic vision has not been satisfactory mainly because it has exciuded and ejected the poor residents of the city centre to ailow for "exclusive" condominium and lucrative real estate agencies to build for middle income groups taking advantage of the existing urban renewal subsidies. In addition, it has intended to use strategic planning as an end neglecting the fact that this is only a tooi for achieving goals. Unless the objectives become clear and weil defined, with the intention of reaching a sustainable futuro, in the short and long run, the City will continuo to exclude the poorest of the area. This paper fist revises the concepts of strategic planníng and management. It then describes the main strategies used by the Municipality of Santiago over the past few years. Finally, it examines the elements this local authority could emphasise or revise in order to achieve a truly revitalised city. La planificación y gestión estratégica son las más recientes herramientas utilizadas para la intervención en los espacios urbanos. Esta moda se refleja en su uso en una diversidad de ciudades tales como Barcelona, Seúl, Córdoba y Bogotá, entre otras. La razón para promover los enfoques estratégicos se asocia principalmente a la necesidad de aumentar la competitividad y productividad de las ciudades en el marco de la fase de globalización de la economía. Por medio de estas técnicas de planificación y gestión, la Municipalidad de Santiago ha implementado de manera "exitosa" su enfoque estratégico a lo largo de los últimos siete años. Este documento revisa el trabajo llevado a cabo por el municipio, uno de los más importantes del país. Argumenta que su enfoque estratégico no ha sido satisfactorio debido principalmente a que ha excluido y expulsado a los residentes de menores ingresos del centro de la ciudad para permitir que agencias inmobiliarias construyan condominios “exclusivos” para grupos de ingresos medios aprovechando el subsidio de renovación urbana existente. Adicionalmente, ha pretendido emplear la planificación estratégica como un fin en sí mismo, sin considerar que ésta es sólo una herramienta para lograr objetivos. A menos que los objetivos sean claros y bien definidos, e intenten alcanzar un futuro sustentable, en el corto y largo plazo la Comuna de Santiago continuará excluyendo a los más pobres de ella. Este trabajo primero revisa los conceptos de planificación y gestión estratégica y luego describe las principales estrategias utilizadas por la Municipalidad de Santiago a lo largo de los últimos siete años. Finalmente, examina los elementos que este gobierno local podría enfatizar o revisar para lograr una Comuna realmente revitalizada.
