A quick look will be taken to the implications of the State reforms and the presence of the directives of the international agencies in the national policies; from here, we will move to the local level to study the institutional and operative capacity when facing the changes. Finally, a mini - agenda is developed from the Municipality housing management considering the governability needs and the renewed patterns of local development. Este artículo ahonda en las dificultades presentes en muchos municipios argentinos, desde el análisis y conocimiento de distintos casos frente a la descentralización de las políticas sociohabitacionales en el marco de la agenda de acción global. Se repasará brevemente las implicancias de la reforma del Estado y los lineamientos de las agencias internacionales en las políticas nacionales, para saltar al nivel local en su capacidad institucional y operativa ante los cambios. Finalmente, tomando a la gestión habitacional del municipio dentro de las necesidades de gobernabilidad y los renovados cánones del desarrollo local, se intenta generar una especie de mini-agenda.
