The housing need is not therefore the main reason for the social action of the state and the disciplinary principles or architecture and urbanism are not the main criteria in the production of social housing. The logic on social housing responds to governmental legitimization needs coming in the first place from the demands of capitalist growth and then neighborhood administration. The processes of neighborhood dynamics can work in a wide range of housing adversity but the requirements of the capitalist development within the context of modernization and globalization of economy demand new relationships between the needs of human development and social housing. En el marco de una concepción sistémica del ordenamiento socio económico actual, la acción pública en materia habitacional forma parte de las operatorias del Estado necesarias para establecer una compatibilización general entre las exigencias del sistema económico y los requerimientos del subsistema normativo, expresados en demandas de provisión social funcionales a la reproducción de la fuerza de trabajo. La penuria de vivienda no es, por tanto, la razón primera de la acción habitacional del Estado y los principios disciplinarios de la arquitectura y el urbanismo no son los criterios primordiales de la producción de la vivienda social. La lógica de las políticas de vivienda responde a necesidades de legitimación gubernamental, las que en primera instancia surgen desde las exigencias de la acumulación capitalista, derivando luego hacia una problemática de administración de poblaciones. Los procesos de dinámica de población pueden operar en marcos de amplio rango de adversidad habitacional pero los requerimientos del desarrollo capitalista, en el marco de la modernización y globalización de la economía plantean nuevas relaciones a establecer entre necesidades de desarrollo humano y vivienda social.
