The Chilean Case Situación de los asentamientos humanos en América Latina y El Caribe: el caso chileno Sepúlveda Ocampo, Rubén This paper deals with the social housing actions of the Chilean state, keeping into account the world processes of globalization and internationalization of the economy, its relationship with the developing countries and specifically the Latin American context. From this point of view and acknowledging the real success of the country's economic growth, a weak result is detected in focusing the actions on social housing and a large number of people is still living in poverty with no access to the development the country has experienced in the last two decades. The emphasis is put on the challenges Chile is facing and which should be overcome in order to solve the strong housing deficit. Among these are the generation of an active participation of the civilians, to acknowledge the urban diversity, the limitations of the sectorial approach, the need for integrating social and housing policies, to reinforce the local governments and stimulate the association between municipalities and to promote appropriate physically and socially sustainable programs. In sum to reconsider the social housing production policy integrating it to the production of the city and considering the access to the soil, avoiding speculation as well as it’s over exploitation and under use. El artículo analiza la acción sociohabitacional del Estado de Chile teniendo presente el actual proceso mundial que tiende a la globalización e internacionalización de las economías y su relación con los países en vías de desarrollo, específicamente en el contexto latinoamericano. Con esta perspectiva y reconociendo el efectivo éxito del crecimiento económico del país, se detecta, no obstante, un escuálido resultado para focalizar la acción en vivienda social, donde persiste una gran población sumida en la marginalidad que no tiene acceso al desarrollo que el país ha experimentado en las últimas dos décadas. Se pone énfasis a los desafíos que enfrenta Chile y que debiera superar para resolver el persistente déficit habitacional y que aún permanece, como por ejemplo y entre otros, son la generación de una efectiva participación de la sociedad civil, reconocer la diversidad urbana, las limitaciones del enfoque sectorial y la necesaria integralidad de las políticas sociales y habitacionales, fortalecer los gobiernos locales y estimular la asociatividad entre municipalidades, promover una adecuada oferta programática física y social sostenible, etc. En síntesis repensar la política de producción de viviendas sociales integrada a la producción de ciudad considerando el acceso al suelo, evitando la especulación, la sobreexplotación o subutilización del mismo.
