Due to its strong local roots, such development process has the chance of powering a LOCAL DEVELOPMENT ALTERNATIVE. This is an alternative model since it is developed for and by the people. It has also the potential of becoming a seed for new forms of citizen's coexistence. It takes the concrete form of a solidary economy, a self dependent and participatory social net and the configuration of a physical configuration of a culturally appropriate urban environment, harmonizing with the natural environment. It is state that all these aspects must be coherently presented and shaped by an institutional-participatory organization with decision powers at the local level. La superación de las condiciones de pobreza y de exclusión que mantienen numerosas personas en las ciudades, específicamente en los asentamientos precarios urbanos, se hace posible si se inician en el ámbito local procesos de desarrollo sustentable, que centren su objetivo en la persona y la satisfacción de sus necesidades, fomentando el uso de satisfactores sinérgicos en estricta relación a las propias formaciones culturales y valóricas del grupo humano. Tal proceso de desarrollo, por su fuerte arraigo a lo local, tiene la cualidad de potenciar el surgimiento de una propia alternativa local de desarrollo. Será, entonces, alternativo al actual modelo, pues está diseñado por y para la propia gente. Tiene además el potencial de ser la semilla de nuevas formas de convivencia ciudadana. Este se concreta específicamente en el logro de una economía solidaria, una red social autodependiente y participativa, y la conformación físico espacial del ambiente urbano culturalmente apropiado en armonía sustentable con el medio ambiente natural. Además, se establece que todos estos aspectos deben estar congruentemente planteados y concertados por un aparato institucional participativo y con poder de decisión en el ámbito local.
