Within this reality, housing is one of the most important cultural expression and one of the most representative variables that shows the existing development level in the area. The problem is studied starting from socio-cultural, physical-space and technological phenomenon's point of view linked to the dynamic space conception and housing material. It mainly values the liveable place articulation with its dwellers, its culture, and its productive area to identify and systematize the set of endogenous resources of the social habitat production and housing to find new paradigms that include aspects such as social capital, cultural rooting, space perception, its use preferences and construction possibilities. These aspects are involved, contrasted or identified with contemporary transformations. As a result the research proposes a set of outlines, programs, actions, and projects to build and revert the precarious housing situation and its negative impact in its inhabitants well-being. It shows that it is possible to have housing improvement public policies recreating their own paradigms, adopting endogenous dynamics that include cultural adaptation and adjusting to current challenges as foundations of their own local development. El objeto de estudio de la presente investigación es la Vivienda Rural en la Cuenca del Río Desaguadero y el Lago Poopo, que abarca doce provincias de los departamentos de La Paz y Oruro en la región del Altiplano central de Bolivia, donde se asienta una población mayoritariamente de origen indígena con altos índices de pobreza. En este contexto, la vivienda es una de las expresiones más importantes de la cultura y uno de los elementos más representativos del grado de desarrollo existente. Se aborda el problema a partir de procesos fenomenológicos socio-culturales, físico-espaciales y tecnológicos asociados a la dinámica de la concepción espacial y material de la vivienda, valorando principalmente la articulación del sitio habitable con sus moradores, su cultura y su área productiva; para identificar y sistematizar un conjunto de recursos endógenos del proceso de producción social del hábitat y la vivienda y encontrar nuevos paradigmas que incorporen aspectos como el capital social, el arraigo cultural, la percepción espacial, sus preferencias de uso y la materialidad de la construcción; aspectos que se involucran, se contraponen o se identifican con las transformaciones contemporáneas Como resultado de la investigación se propone un conjunto de lineamientos, programas, acciones y proyectos para contribuir a revertir la situación de precariedad habitacional y su impacto negativo en el bienestar de los habitantes, y demostrar que es posible construir políticas públicas de mejoramiento habitacional recreando sus propios paradigmas, adoptando dinámicas endógenas con adecuación cultural y adaptándolas a los desafíos actuales, como bases de un desarrollo local propio.
