Even though it was think to be used as a national housing programme for the two lowest deciles of income of the population, it has the main development due to demand and results really remarkable at the rural areas. When the "Concertación de Partidos por la Democracia" coalition got the power during the presidential election at the end of 1989 whit Mr. Patricio Aylwin; the people in charge of get the main issues of a housing policy for the new government, was in front of a very big problem. The topic was based mainly in the low and bad housing production during the years of the dictatorship. And by the other side, due to the repression of those years, was impossible to get a different way to escape to the problem, producing a big pressure to get a solution at a very short term. The waiting time has been of 17 years, with very few and bad answers, and the expectation was too big. In front of such situation, was necessary developing a programme appropriate for that time, and without a due, that programme was the "Progressive Housing". Because it opportunity, it appropriated answer to the homeless poor people mainly from the rural areas, is why deserve to be called "exemplar Project". La aplicación de este programa, producto de una sistematización de un hecho espontáneo de la población, que si bien se pensó para atender a la población de los dos deciles más bajos de ingresos en términos nacionales, ha tenido un desarrollo por resultados y demandas realmente destacable en el ámbito rural. Al resultar triunfadora la coalición denominada Concertación de Partidos Por la Democracia, con la candidatura presidencial de Patricio Aylwin a fines de 1989, se vislumbró por parte de los encargados de delinear lo que sería la política habitacional para ese gobierno, que se venia encima un grave problema. El tema radicaba fundamentalmente en que la producción habitacional durante el periodo de la dictadura había sido muy por debajo del crecimiento vegetativo de la población, y por otra parte, con la represión que existía, no había formas de dar un escape a la gran presión que se estaba desarrollando por obtener una solución habitacional a corto plazo. La espera había sido de 17 años, las respuestas pocas y deficientes, las expectativas creadas por tanto eran demasiadas. Ante tal cuadro, era menester crear un programa apropiado para la coyuntura, y sin lugar a dudas, ese fue el de la Vivienda Progresiva.
