It is divided in three parts: one who presents the program; a second one evaluates it, and the third one who concludes and proposes improvements. In 1987, the law puts in force on 15.900, for whom the Bank of Social Forecast discounts pensioners, 1 % of his income, for the construction of housing for passive more poor. With this housings found more than 4.000 housings have been constructed and other 2.000 were projected. The housing program consisted of housings construction from a public licitation, of that the building firms present: a project and an economic offer. Then the Ministry of Housing, Territorial Order and Environment (MVOTMA) selects the most suitable offer bearing technical and economic aspects in mind, at least the users received their house in usufruct. Three typologies have been constructed inside this system: Individual houses, Housings in strip and Height Housings but the satisfaction has not been evaluated yet. El articulo presenta un programa de viviendas para nuevas demandas: los adultos mayores, y tiene como objetivo debatir algunos de los problemas de estas políticas habitacionales. Se divide en tres partes: la primera presenta el programa, la segunda lo evalúa y en la tercera se concluye y propone mejoras al mismo. En 1987, se pone en vigencia la ley 15.900, por la cual el Banco de Previsión Social descuenta a los jubilados y pensionistas un 1% de sus haberes, para la construcción de vivienda para los pasivos más pobres. Con este fondo de viviendas se han construido más de 4.000 viviendas y hay otras 2.000 proyectadas y en ejecución. El programa consistió en la construcción de viviendas a partir de llamados a licitación pública, en las que las empresas constructoras presentan un proyecto y una oferta económica. Luego es el Ministerio de Vivienda, Ordenamiento Territorial y Medio Ambiente (MVOTMA) quien selecciona la oferta más conveniente teniendo en cuenta aspectos técnicos y económicos; por último los adjudicatarios reciben las viviendas en usufructo. Se han construido tres tipologías dentro de este sistema: Viviendas aisladas, Viviendas en tira y Viviendas en altura, pero no se ha evaluado la satisfacción habitacional con las mismas.
