Teresita This analysis is about the methodology following in the building of an application for social habitat evaluation, concern to mass housing, relates of building's fulfillment, and makes a suitable strategy to obtain users opinion. We promote an inclusive pedagogy in habitat housing that believe in university's compromise which is not only the capacities of new professionals but also critics citizens which would imagine new strategies more competent in the actual social-culture context. It is necessary clarify what is evaluated, what is like measuring? How is evaluated? Why is evaluated? The habitat condition of lodgings are evaluated and satisfaction of the population in accord with Habitat II programs. The methodology proposed is a synthesis of quantitative and qualitative methods that intents conciliate success notion between government institutions and users, to overcome the difficulties of particularities to possibility replication without lost information and clarify criterions of consideration that make sure a valuation doesn't throw wrong results. And finally it's evaluated with the purpose of influence in habitation policies direction in the seek of reasonable arguments in taking decisions. El análisis que se presenta a consideración es el de la metodología seguida en la construcción de un instrumento de evaluación de hábitat social, aplicado a conjuntos habitacionales, referido a verificación del desempeño que instrumenta la estrategia adecuada para contar con la opinión de los usuarios. Se propicia un abordaje inclusivo en el tratamiento pedagógico del tema vivienda, que entiende que el compromiso de la universidad no es solo capacitar profesionales, sino contribuir a la formación de ciudadanos críticos y comprometidos, capaces de imaginar nuevas estrategias más aptas al actual contexto socio-cultural. Es necesario clarificar: ¿qué se evalúa, qué se quiere medir?, ¿cómo se evalúa?, ¿por qué se evalúa? Se evalúan las condiciones de habitabilidad de los alojamientos y la satisfacción de su población, de acuerdo a los lineamientos planteados por el programa de Hábitat II. La metodología propuesta es síntesis de métodos cuanticualitativos que intentan conciliar la noción de éxito de las instituciones gubernamentales con la de los usuarios, superar los escollos de particularidades para posibilitar la replicabilidad sin perder información, y clarificar un criterio de ponderación que asegure una valoración que no arroje resultados distorsionados. Y finalmente, se evalúa con el propósito de influir en la dirección de las políticas habitacionales, en la búsqueda de argumentos racionales en las tomas de decisiones.
