El caso de la ciudad de Viña del Mar Arellano Escudero, Nelson The paper contains a summary of historical and cultural elements which allow for the understanding of the increasing number of illegal settlement cases (Tomas de Terreno) in Viña del Mar which are also called Chanty towns (Asentamientos Precarios). Data allow us to state that these settlements are not a new phenomena in Viña del Mar and that they have a long history with their leaders, collaborators, accomplices, beneficiaries and opponents. They are an expression of the presence of the social group called dwellers (pobladores) or as they will be called here, chanty town dwellers (Poblantes). Another set of data reveal the criteria which different actors have: the city hall technician, the NGO professional, the land's owner, the social organization's leader, the chanty town dweller, the SERVIU director and the written press. All the above mentioned factors allow us to understand some of the mechanisms of access to land for dwelling purposes and an aspect of urban development for popular sectors. El artículo entrega una síntesis de elementos históricoculturales que aportan a la comprensión del fenómeno de la proliferación de Tomas de Terreno en Viña del Mar, también llamados en Chile, Asentamientos Humanos Precarios. Los antecedentes permiten afirmar que las tomas de terreno no son un fenómeno reciente en Viña del Mar y que tienen una espesa historia con sus respectivos líderes, colaboradores, cómplices, beneficiarios y opositores. Son una manifestación más de la presencia de un grupo social que son los pobladores o, como se les llamará, poblantes. Una segunda serie de datos revelan aspectos de las racionalidades que se ponen en juego en las distintas ópticas de los actores involucrados: el técnico municipal, profesional de ONG, propietario del terreno, dirigente de la organización, poblante, director de Serviu y la prensa escrita. Todos los elementos señalados permiten comprender algunas de las lógicas de acceso al suelo con fines habitacionales y un aspecto del desarrollo urbano para los sectores populares.
