There is a stock of self-built houses which must be part of a Housing Improvement Program. The problem is first put into perspective stressing the main role external agents must have in working with the inhabitants in order to improve what is already built, this must be done along with the community and through their organizations. This is the scenario where advances from the 90´s are analysed which was the decade when the qualitative deficit was included in the state’s housing policy. The analysis is complemented by the experience of Barrio Taller, a concrete case carried out in the outskirts of the city. The second part of the paper describes the critical present situation of these programs, which date from the mid-80´s. The present condition is the result of several norms by the National Government which have almost unabled the execution of the programs in the last five years. Considering the possibility of using these programs focusing on earthquake vulnerability and habitability, some propositions are made in order to improve and consolidate the stock of informal housing. Este texto aborda la problemática habitacional en los barrios populares de origen informal de la ciudad de Bogotá, D.C. (Colombia), entendiendo que allí existe un stock de vivienda autoproducido por los propios pobladores, el cual debe ser sujeto de Programas de Mejoramiento de Vivienda. En una primera parte se contextualiza la problemática, enfatizando en el papel protagónico que deben asumir diversos agentes externos, a través de una serie de retos con los pobladores, encaminados a “mejorar lo construido”, de la mano de los pobladores y de sus organizaciones comunitarias. Desde este escenario se analizan los avances alcanzados en los años noventa, década en la que se incluyó la atención del déficit cualitativo en la Política de Vivienda del Estado. Se complementa este análisis con la experiencia desarrollada por Barrio taller, en barrios periféricos de la ciudad, como referente de un caso concreto llevado a la práctica. En la segunda parte, se describe la crítica situación actual de estos programas, la cual data desde mediados de 1998, como consecuencia de diversas normas expedidas por el Gobierno Nacional, las cuales prácticamente han imposibilitado su ejecución en los últimos cinco años. Centrados en la perspectiva de habilitar estos programas, teniendo como ejes de atención futura, problemáticas relacionadas con vulnerabilidad sísmica y habitabilidad, se plantean, finalmente, una serie de recomendaciones que el autor considera pertinentes, en la perspectiva de mejorar y consolidar el stock de vivienda de origen informal.
