In order to deal with the core of this sentence, it will be developed how the social housing notion was historically constructed, trying to put in relative terms the notion’s use. This is the starting point to a critical approach to the housing policies, which will be deeply criticised when the term ‘access’ show us its multiples meanings. Thirdly, we conceptualise briefly how the urban space is produced, in order to show how as part of a perverse logic, the housing policies in the Region, was in reverse in the ‘90s. The consequences of lack of understanding how the habitat’s goods and services market works, lead to a little participation of public policies on it. This article, calling the attention about how we built knowledge in this matter. We put here some constitutive elements of a ‘new housing question’ as we defined, with the intention to redefine the path to a wide and better comprehension in order to bring solutions for one of the most dramatic issues of the present time. Este trabajo, con más pretensión de ensayo que de escrito científico, parte de la premisa que la “accesibilidad a la vivienda social” como cuestión, no nos permite dar cuenta por completo de la complejidad que alcanza la dimensión social y urbana del problema del hábitat en América Latina. Tomada esta aseveración, como punto de partida para una revisión crítica de la cuestión habitacional, se desarrolla inicialmente un análisis de la construcción histórica de la noción de vivienda social, donde se pone en duda –o al menos se condiciona- la validez actual de su uso. Ello nos lleva luego, a poner en tela de juicio a las políticas “de vivienda”. Lo cual se profundiza cuando se exploran luego otras posibles dimensiones del término “acceso”. En tercer término, se trata de conceptualizar brevemente sobre el modo en que la ciudad se produce, para poder reflexionar como envueltas en una lógica perversa, la concepción y gestión de las políticas registran un fuerte retroceso en los ’90 en la Región. Ello se basa en gran medida en no poder (o querer) comprender el mercado de bienes y servicios del hábitat, en el cual las políticas públicas intervienen solo muy parcialmente. El trabajo concluye volviendo la atención sobre el modo en que construimos conocimiento en este campo. Aquí colocamos algunos elementos constitutivos de lo que denominamos como “la nueva cuestión de la vivienda”, con la intención de revisar la teoría para una consideración mucho más amplia y compleja, de uno de los problemas más acuciantes de nuestro tiempo.
