This issue is schematically expressed through the polarity: complete minimal standard houses for the few gradual satisfaction of housing needs for all. Some implications in the meaning of each of the two conceptual poles will be referred to, those that can be seen in the concrete housing actions and products, and those that influence the most general prevailing conceptions on housing needs, on housing itself, on the commitment of State, on the sense and meaning of distributive and reparatory actions, and on the most appropriate model for social development. This will not be an impartial analysis, as if made by an “outsider” to the Latin American housing field. It will instead develop arguments that will refute or support each of the conceptual cores implicit in each pole. These arguments will be aimed at enhancing the model of housing (and social) strategy expressed by the second of them. Este trabajo aborda uno de los tópicos del debate sobre estrategias habitacionales en nuestros países latinoamericanos, que aquí será representado esquemáticamente por la polaridad: vivienda estándar mínima “completa” para pocos satisfacción gradual de necesidades habitacionales para todos. Se analizarán algunas de las implicancias de estos dos polos y de sus instancias intermedias, tanto sobre las acciones y los productos concretos como sobre las concepciones más generales en vigencia sobre la necesidad habitacional, la vivienda, el compromiso del Estado, el sentido de las acciones de reparación social y distribución, y el modelo apropiado y posible para el desarrollo social. Este no será un análisis imparcial, externo, ya que en rigor irá desarrollando argumentos de refutación y apoyo, respectivamente, a los núcleos conceptuales implícitos en cada polo, argumentos que se proponen privilegiar el modelo de estrategia habitacional (y social) representado por el segundo de ellos.
