Sismo de 1997 en la comuna de Punitaqui, Chile Tapia Zarricueta, Ricardo This paper deals with the formulation of a housing reconstruction program and the execution of a specific program in EL Toro, Punitaqui IV region, Coquimbo, after the 1997 earthquake. The aim was to motivate a reconstruction process and habitat conditioning. A socio habitat innovative experience was developed in the form of a surroundings microproject with the participation of 16 poor families which had property rights over the land and a basic sanitary unit. The challenge was simply to implement a participatory work methodology, taking into account in the design as well as in the planning stage cultural aspects, labour needs , support to productive activities and the morphological and spatial heritage of the agricultural communities. Consequently a self help program was proposed aiming at satisfying integral inhabiting needs, overcoming the material deficit in housing, increasing life quality through several degrees of family life adaptability to the physic-spatial habitat. En la resolución de la emergencia habitacional, si bien existe una coordinación entre las diferentes instituciones públicas, la vivienda transitoria ha sido históricamente una tipología de vivienda denominada “mediagua” por todos los sectores. Lo anterior permite afirmar que Chile no posee una propuesta de solución habitacional para resolver emergencias ante catástrofes naturales, siendo necesario y urgente avanzar en la búsqueda de propuestas eficientes y adecuadas a la magnitud de los daños que producen estos fenómenos naturales, para el caso, desde la acción habitacional y con un enfoque adecuado a lo que se requiere resolver, incluyendo en ellos, por ejemplo, ritmos, plazos y tecnologías en función de la emergencia su expresión e impacto. Junto con desarrollar un marco de antecedentes conceptuales, se analizan algunos procedimientos utilizados por las instituciones públicas para responder a la emergencia ante el sismo de 1997 en la comuna de Punitaqui, Chile.
