The analysis was carried out from Sept. 1999 to June 2000 on 102 local communities, being this 19% of the communities empowered by the programme (106.162 families counted on the launching year for this programme). The results point out some limitations of the participatory action model. Some improvement strategies are suggested. The evaluation is focused on the model’s efficiency. This work was developed as thesis at the Scuola di Specializzazione in Planificazione Urbana e territotiale applicata ai paesi in via disviluppo (Instituto Universitario de Architettura di Venezia). El paper presenta los resultados de una evaluación del modelo de acción participativa activado en Chile desde 1997 a través de un programa público para la superación de la pobreza, quinquienal, el Programa Chile-Barrio (empowerment process). El análisis fue desarrollado entre Septiembre 1999-Junio 2000 sobre 102 comunidades locales, casi el 19% del total de comunidades beneficiarias (106.162 familias contabilizadas al año base del Programa, 1996). Los resultados evidencian algunas limitaciones del modelo de acción participativa, se sugieren estrategias de mejoramiento. La evaluación se concentra en la eficacia del modelo. El trabajo fue desarrollado como tesis en la Scuola di Specializzazione in Pianificazione Urbana e territoriale applicata ai paesi in via di sviluppo (Istituto Universitario di Architettura di Venezia).
