Summary:In an attempt to propose housing policies articulated with the development of cities in the Tucuman Province, we came across the need to define the implications of that development. The attempt was made with theories at times opposing each other or with different perspectives but they met at some point in the process. Development is a concern for many and questions remain with more or less contradictions. How to promote it reducing poverty as cities are inctegrated to globalisation, is a question that rises more controversy and doubt than certainty. In each study there is an approach but the reality of many towns and cities in Latin America and the Caribbean show us we are in debt.
