The source is the research project called “Management styles and forming processes for the housing policy in Cordoba (1995-1999)”. This approach states a different way to understand and research on public policy in the area of social housing and it also explains which are the management styles used by different governments. This production has as a starting point the differentiation between the concepts of formulation and formation of public policy, it understands it as a political interaction among multiple actors which form a force field, where each one takes differentiated positions as regards power or the capital held by each one of them. From this approach the notions of social field, capital and its different types are developed and special attention is given to the state’s mega-capital. The process of housing policy formation is divided into the following components: a) The structure of the problem; b) The legitimacy of the question; c) The design of the scheme; and d) The implementation of housing proposals. Each one of these components is analysed from the point of view of the actors´ participation, and a operational matrix is developed for inquiries La presente ponencia tiene como intención poder compartir un esquema teórico y operacional de análisis de la política habitacional, que se está utilizando en el marco del Programa de Incentivos de la SECYT, a partir del proyecto de investigación denominado “Estilos de gestión y proceso de formación de la política de vivienda social en la ciudad de Córdoba (1995 – 1999)”. Este enfoque plantea una modalidad diferente en la forma de cómo comprender e indagar la política pública en el área de la vivienda social y explicitar cuales son los estilos de gestiones plasmados por los gobiernos. Esta producción parte de la diferencia conceptual entre formulación y formación de la política pública; entendiéndola como un proceso de interacción política entre actores múltiples, que configuran un campo de fuerza, donde cada uno ocupa posiciones diferenciadas con relación a las bases de poder o al tipo y volumen de capital acumulado por cada uno de ellos. Desde esta perspectiva de análisis se desarrolla la noción de campo social, de capital y de sus diferentes especies, abordando de modo particularizado el meta-capital del Estado. El proceso de formación de la política de vivienda es desagregado en los siguientes componentes: a) La estructuración del problema(s); b) La validación de la cuestión; c) El diseño de la cuestión; y d) La implementación de las respuestas de vivienda. Cada uno de estos componentes es analizado desde la participación de los actores, el tipo y volumen del capital y los estilos de gestión, diseñando una matriz operacional de indagación de los mismos.
