| Yhteenveto: | Common problems concerning housing in Spain include: overstocked and poorly distributed housing stock, where higher income families monopolize housing leaving groups of people with access problems; generation of good and bad quality urban fabric, including endemic social exclusion processes; or the absence of alternatives for people with little resources to buy a house. In Spain, secure access to housing is still an unresolved matter. Housing policy is conditioned to two objectives: giving access to decent houses to all Spaniards, and boosting the economy by promoting construction; thus creating an overstocked, underused and overvalued housing stock that is available to some groups of people. Through the analysis of the housing stock and housing policies developed in Spain and in the north of Europe since the second half of the XXth century, this paper studies the political strategies that caused this situation, ending with programs that may give guidelines for solving the problem. |
