The arrival of immigrants and returnees following the independence of Portuguese-speaking countries in 1975/76 further aggravated this shortage. These migration flows led to the development of a series of uncontrolled and unsustainable neighborhoods formed by slums and illegal houses, one example being the Cova da Moura at the municipality of Amadora. Like other similar neighborhoods, Cova da Moura saw the emergence of a series of social problems such as crime, poverty, social exclusion and shortcomings in the fields of education, health, hygiene and nutrition. This paper emphasizes the work carried out by the Youth Mill Cultural Association (ACMJ) in defending and representing the community, where several projects aimed at promoting the social, economic and environmental sustainability of the neighborhood have been implemented over the last years. It is also demonstrated that a specialized tourist market (co-ethnic) can turn an isolated and marginalized area into a space that is appreciated for its sociocultural, culinary and medicinal values. Durante a segunda metade do século XX verificaram-se vários fluxos migratórios direcionados à periferia da cidade de Lisboa, para os quais nem a habitação social do Estado, nem o mercado de habitação de investimento privado, conseguiram dar resposta em quantidade e qualidade à carência imobiliária. Os fluxos que mais acentuaram estas carências foram a chegada de emigrantes e o regresso dos retornados após a independência dos países africanos de expressão portuguesa entre 1975/76. Estes fluxos levaram à construção de muitos bairros de barracas e habitação clandestina, desordenados, pouco sustentáveis, de que é exemplo o Bairro da Cova da Moura, no concelho da Amadora. Como noutros bairros deste tipo, gerou-se um conjunto de questões sociais negativas, como a criminalidade, a pobreza e a exclusão, bem como carências na educação, saúde, higiene e alimentação. Este trabalho enfatiza o trabalho desenvolvido pela Associação Cultural Moinho da Juventude (ACMJ), na defesa e representação da comunidade, onde nos últimos tempos se implementou um conjunto de projetos que visam a sustentabilidade social, económica e ambiental do bairro. Comprovamos ser possível passar de um espaço isolado e marginalizado para um espaço apreciado pelo valor sociocultural, gastronómico e medicinal, valendo-se de um mercado turístico especializado (coétnicos).
