Some of the houses located in the historic quarter of this city were damaged and destroyed and its social cohesion was fractured after the relocation of victims, particularly those from the La Poza district. Four years after the disaster, change has been slow and reconstruction deadlines have been questioned. The rebuilding of the historic center has been possible thanks to individual private initiatives by residents, trade restructuration and —to a lesser extent— Governmental interventions through the improvement and repair of dwellings and the restoration of the coastal area. Most of the reconstruction process has focused on the construction of new housing units in the area outside the historic quarter. This paper discusses the scope of the process, the main changes in the urban structure and the value of property. The underlying hypothesis is that the presence of vacant plots destroyed and damaged dwellings and the forced relocation of the working classes provides the conditions for the emergence of a gentrification and expulsion process in which resilience is neither a resource nor a long-term and equitable territorial planning strategy. Constitución fue una de las ciudades del borde costero chileno más dañadas durante el terremoto y tsunami del 27 de febrero del 2010. Parte de las viviendas del casco histórico quedaron dañadas y destruidas, y el tejido social quedó fracturado, tras la relocalización, especialmente de los habitantes del sector La Poza. A cuatro años del desastre, los cambios son lentos y las temporalidades de la reconstrucción son cuestionables. La reconstrucción en el casco histórico, resulta principalmente de iniciativas particulares de los residentes, de la reconversión comercial y de menores intervenciones de parte del Gobierno Central, especialmente, a través del mejoramiento de algunas viviendas, la reparación de otras, y la recuperación del borde costero. Gran parte de la reconstrucción ha resultado de la construcción de viviendas nuevas fuera del casco histórico. Se plantea una discusión de los alcances del proceso, los principales cambios ocurridos en la estructura urbana y en el valor de los predios. Subyace la hipótesis que la existencia de sitios eriazos, viviendas destruidas y deterioradas y la relocalización forzada de clases populares constituyen condiciones iniciales a un proceso de gentrificación con expulsión, que no considera la resiliencia ni como recurso ni estrategia de planificación territorial y equitativa de largo plazo.
