Gaia:The situations of urban informality in the region have been object of multiple approaches and processes (eradication, urbanization, etc.) Each of these alternatives represent different conceptions regarding the problem of access to land and to housing. Facing this problem and the challenges of an effective implementation of de New Urban Agenda, the National Registry of Popular Districts (RENABAP) has been created in Argentina. A little more than a year after its creation, we present a characterization of this social housing policy to recover the process of its configuration from a complex perspective that recovers the moments of demand, struggle, negotiation and bestowal where different actors have intervened in the design and the execution of this policy. Specially, we analyze its implementation in the city of Córdoba from the identification of the actors involved in this process, the actions developed and its range, as a corollary of that.
