Facing this problem and the challenges of an effective implementation of de New Urban Agenda, the National Registry of Popular Districts (RENABAP) has been created in Argentina. A little more than a year after its creation, we present a characterization of this social housing policy to recover the process of its configuration from a complex perspective that recovers the moments of demand, struggle, negotiation and bestowal where different actors have intervened in the design and the execution of this policy. Specially, we analyze its implementation in the city of Córdoba from the identification of the actors involved in this process, the actions developed and its range, as a corollary of that. Las situaciones de informalidad urbana en la región han sido objeto de múltiples abordajes y procesos (erradicación, urbanización, etc.). Cada una de estas alternativas representa distintas concepciones respecto del problema de acceso al suelo y la vivienda. Frente a este problema y los desafíos frente a una efectiva implementación de la Nueva Agenda Urbana, en Argentina se creó el Registro Nacional de “Barrios Populares” (RENABAP). A poco más de un año de su creación, presentamos una caracterización de esta política social habitacional recuperando el proceso de su configuración, desde una perspectiva compleja que rescata los momentos de demanda, lucha, negociación y otorgamiento en que han intervenido distintos actores en el diseño y ejecución de esta política. En especial, analizamos su implementación en la ciudad de Córdoba, a partir de identificar a los actores involucrados en este proceso, las acciones desarrolladas y sus alcances, como corolario de aquella.
